TL;DR: The Cameron Impact Scholarship is a four-year, full-tuition merit scholarship awarded each year to 15 high school students by the Bryan Cameron Education Foundation. It covers tuition, fees, and books at any accredited U.S. college or university, and it does not cover room and board. Applicants need a minimum unweighted GPA of 3.7 and full U.S. citizenship, and family income is not a criterion. For the Class of 2028, applications open February 1, 2027 and close on May 1, 2027 or when 3,000 complete applications arrive, whichever comes first. Source: the foundation’s scholarship and FAQ pages, read October 2026. Students apply as juniors, so the work starts in sophomore year. What Is the Cameron Impact Scholarship?

The Bryan Cameron Education Foundation describes it as a four-year, full-tuition, impact-driven undergraduate scholarship awarded annually to 15 exceptional high school students who have demonstrated excellence in leadership, community service, extracurricular activities, and academics.

Two features set it apart from most large scholarships. A recipient can use it at any accredited college or university based in the United States, so the award does not depend on one campus. And students apply during junior year, well before college applications, with recipients announced in December of senior year.

What Does the Scholarship Cover?

It covers full tuition, fees, and books for four years of undergraduate study. It does not cover room and board, so a family should still plan for housing and meals.

The award travels with the student. That is the main difference from university-based programs such as the Morehead-Cain at the University of North Carolina, the Jefferson Scholarship at the University of Virginia, and the Robertson Scholars Program, each of which requires enrollment at a named university.

Who Is Eligible for the Class of 2028?

The foundation lists a short set of requirements, and an applicant must meet all of them.

GPAMinimum cumulative unweighted GPA of 3.7 on a 4.0 scale

The GPA requirement is unweighted. A student whose school reports only a weighted GPA should work out the unweighted figure before applying, and our guide to weighted and unweighted GPA explains the difference.

Does the Cameron Impact Scholarship Consider Financial Need?

No. The foundation describes the program as merit-based and open to all applicants who meet the GPA and citizenship requirements, regardless of race or socioeconomic status. It states that the program does not replace merit, lower standards, or introduce need as a selection criterion. It also states that a well-resourced student who achieves at a high level demonstrates merit.

This matters for families who do not qualify for need-based aid. Many of the largest national scholarships limit eligibility to families below an income threshold. This one has no income test, which makes it one of the few national full-tuition awards open to students from any financial background. The Coolidge Scholarship is the other large national award with no income test; its deadline falls in December of junior year, two months before this application opens.

When Does the Application Open and Close?

The timeline for the Class of 2028 runs through most of 2027.

Two details shape how a student should plan. Review is rolling, and the application closes as soon as the foundation has 3,000 applications, so waiting for May 1 carries a risk. The foundation also states that applicants cannot save an application and edit it later. A student should write every response in a separate document first and submit in one sitting.

How Does the Foundation Choose Recipients?

The foundation reviews applications on a rolling basis. It then chooses about 100 Finalists for face-to-face interviews in the fall, which typically take place at the applicant’s high school. Finally, the foundation announces the 15 recipients in December, and they attend an annual Awards Ceremony.

The foundation adds one stated preference. About 25% of the scholarships go to students who are pursuing careers in education, nonprofits, government, or the military with a stated goal of public service. The other recipients come from any field.

How Competitive Is the Cameron Impact Scholarship?

It is among the most selective scholarships a high school student can apply for. With 15 awards and up to 3,000 applications, the award rate is about 0.5%, and about 3.3% of applicants reach the Finalist stage, by Oriel Admissions calculation from the foundation’s figures.

In the experience of Oriel Admissions, students who reach the final rounds of national merit scholarships usually show one or two commitments carried over several years, with results another person can verify. A long list of memberships does not have the same effect. Our guide to leadership in extracurricular activities explains what selection committees look for.

How Should a Sophomore or Junior Prepare?

Preparation starts with grades. A student needs an unweighted GPA above 3.7 by the middle of junior year, and for Ivy League admission the standard is higher: nearly all As in the hardest classes the school offers.

Oriel Admissions advises a simple order for the rest. In sophomore year, a student should deepen one or two activities that involve leadership and service. During the fall of junior year, the student should choose two recommenders, one of them a current teacher, counselor, or administrator. In January, the student should draft the application responses, and in February the student should submit. Our guides to writing a scholarship essay and recommendation letters cover both parts, and the merit aid finder lists other awards worth a junior’s time.
