National Merit Finalist: Requirements, Deadlines, and What Finalists Receive

What Is a National Merit Finalist?

National Merit recognition comes in steps. About 50,000 of the roughly 1.3 million program entrants are recognized each year; about 34,000 of them are named Commended Students and more than 16,000 are named Semifinalists, the highest scorers in each state. A Semifinalist becomes a National Merit Finalist by meeting a set of academic, endorsement, and testing requirements during senior year. NMSC expects about 95% of Semifinalists, over 15,000 students, to qualify, and each receives a Certificate of Merit.

Finalist standing matters because every National Merit Scholarship winner is chosen from the Finalist pool. Roughly half of Finalists win one of the three types of National Merit Scholarship and earn the title Merit Scholar; the rest keep Finalist standing as an honor. What Are the Requirements to Become a National Merit Finalist?

NMSC lists the same requirements in its instructions to every Semifinalist class. A Semifinalist who misses any of them, or any deadline, is withdrawn from the competition.

Two of these deserve particular attention in senior fall. The academic record covers senior-year courses, and schools are asked to report a noticeable decline, so the first semester of senior year still counts. And the principal endorsement can be withdrawn at any point in the competition, which makes conduct and discipline part of the requirement as well.

What SAT or ACT Score Confirms National Merit Finalist Standing?

NMSC requires a Semifinalist to take the SAT or ACT and earn scores that confirm the PSAT/NMSQT performance. It calculates a Selection Index from SAT Reading and Writing and Math section scores with the same formula used on the PSAT, two times Reading and Writing plus Math, divided by 10, and converts ACT results to the SAT scale with concordance tables. NMSC does not publish the exact confirming threshold.

Three rules shape the testing plan. First, NMSC uses only the highest set of scores from a single administration, so a superscore that a college accepts does not help here. Second, only scores from authorized administrations count: for the Class of 2027, SAT or ACT tests taken from August 2024 through December 2026, including SAT School Day testing in October 2026. Third, the scores must be sent officially to NMSC, code 0085 for the SAT and 7984 for the ACT; a screenshot does not count. NMSC also states that these scores are used only to confirm Finalist eligibility and not to choose scholarship winners. What Is the National Merit Finalist Timeline?

The dates below are the ones NMSC published for the Class of 2027, the seniors competing in the 2027 National Merit Scholarship Program. The pattern repeats each year with new dates.

How Many Semifinalists Become National Merit Finalists?

About 95%. NMSC expects over 15,000 of the more than 16,000 Semifinalists to advance, so the step is less a second competition than a set of conditions to satisfy. The requirements themselves point to where the risk sits: a confirming score that never reaches NMSC, an application that misses the school deadline, a decline in senior-year grades, or a withdrawn endorsement. None of these depends on the PSAT score that earned Semifinalist standing in the first place.

For students who have not yet taken the SAT or ACT, the practical step is to book a test early enough to leave a retake before the December cutoff; NMSC itself urged the Class of 2027 to test by November rather than wait for December. Students who already hold strong scores should confirm in their College Board or ACT account that a report went to NMSC.

What Do National Merit Finalists Receive?

Every National Merit Finalist receives a Certificate of Merit and is considered for a National Merit $2500 Scholarship, which NMSC allocates by state. Finalists who meet a corporate sponsor’s criteria, most often as children of the sponsor’s employees, are considered for corporate-sponsored awards, and Finalists who report a sponsor college as their first choice and are admitted there are considered for that college award. A student can receive only one monetary award from NMSC.

Roughly half of Finalists win an award. In the 2026 competition, about 6,700 winners received National Merit Scholarships worth nearly $24 million, according to NMSC. Several sponsor universities also tie separate institutional scholarships to Finalist standing; those are set by each university and change over time, so families should check each university’s current terms directly.

How Should Finalist Standing Be Used in College Applications?

Semifinalist standing belongs in the Honors section of the Common App in the fall, listed at the national level; our guide to the Common App Honors section covers ordering. Finalist letters arrive in early February, after early decisions are out but while regular decision files are being read, so a short update to colleges through the applicant portal or the school counselor is appropriate.

The first-choice college rule needs care. A college-sponsored award goes only to a Finalist who has told NMSC that the sponsor is the first choice, and a student admitted early decision to a college that does not sponsor awards will not receive one. Most of the most selective universities, including the Ivy League, Stanford, MIT, and Duke, are not sponsors. Those students remain eligible for the National Merit $2500 Scholarship and for corporate awards, which can be used at any regionally accredited U.S. college.
