National Merit Commended Scholar: What Commended Student Status Means

What Is a National Merit Commended Scholar?

NMSC recognizes about 50,000 of the roughly 1.3 million juniors who enter the National Merit Scholarship Program each year through the PSAT/NMSQT, roughly the top 4% of entrants. That recognition splits in two. More than 16,000 students, the highest scorers in each state, are named Semifinalists and continue in the competition. The remaining high scorers, about 34,000 in NMSC program materials, are named Commended Students. Compass Education Group, which tracks the program each year, reports that recent classes have included closer to 39,000 Commended Students.

Families and schools often say National Merit Commended Scholar, but NMSC uses the title Commended Student, and the word Scholar in NMSC usage is reserved for students who win a Merit Scholarship award. The honor itself is the same either way: a Letter of Commendation recognizing outstanding academic promise, presented through the high school.

How Do Students Become Commended Students?

The path runs through one test. A student who plans four years of high school must take the PSAT/NMSQT in October of junior year and meet the program entry requirements. NMSC then ranks entrants by Selection Index, which is two times the Reading and Writing section score plus the Math section score, divided by 10. In the spring after the test, NMSC sends principals a list of their high scorers to check eligibility, and at the start of senior year it designates each high scorer as either a Semifinalist or a Commended Student.

The difference between the two lies in how the thresholds are set. Semifinalist cutoffs are set state by state, because NMSC allocates Semifinalist places in proportion to each state’s share of graduating seniors. The Commended level is a single national qualifying score that applies to every participant regardless of state, and every participant at or above it but below the Semifinalist cutoff for their selection unit is named a Commended Student. In mid-September, NMSC sends principals the list of their Commended Students along with the Letters of Commendation.

What Selection Index Is Needed for Commended Student Status?

The national qualifying score changes from year to year with the scores of each class. According to Compass Education Group, it was 207 for the Class of 2024, 208 for the Class of 2025, 210 for the Class of 2026, and 208 for the Class of 2027. The level for juniors testing in October 2026, the Class of 2028, will not be final until the program designates high scorers.

Because the Selection Index counts Reading and Writing twice, the same Commended level corresponds to different totals. A student with 700 in Reading and Writing and 680 in Math reaches 208 with a 1380 total; a student with 660 in Reading and Writing needs 760 in Math, a 1420 total, to reach the same index. One consequence of the rules surprises families. In a selection unit whose Semifinalist cutoff equals the Commended level, there is no Commended band at all: every student at the national level is a Semifinalist. For the Class of 2027 that applied in Alaska, Montana, North Dakota, West Virginia, Wyoming, and the U.S. territories, where the cutoff was 208. In the highest-cutoff states, the Commended band is wide: in New Jersey, where the cutoff was 223, students from 208 through 222 were Commended, even though a 222 cleared the Semifinalist cutoff in every other state.

Are There Scholarships for National Merit Commended Students?

Commended Students do not compete for National Merit Scholarships, which go only to Finalists. The route to money runs through corporate Special Scholarships. Corporate sponsors that want to offer a fixed number of awards each year, most often to children of their employees or residents of particular communities, can fund Special Scholarships for high-performing participants who are not Finalists. About 620 Special Scholarships are planned for the 2028 competition, worth one-time payments of $2,500 to $10,000 or renewable awards of $1,000 to $10,000 a year, according to NMSC.

Two conditions apply. The student must meet the sponsor’s criteria, and the family must file the sponsor’s Entry Form in the same school year as the qualifying test, which means during junior year. NMSC then identifies the highest-scoring eligible students and notifies Special Scholarship candidates through their schools in November of senior year. Some colleges also run their own merit programs that mention National Merit recognition. Those awards are set by each college, not by NMSC, and their terms change, so the college’s current scholarship page is the only reliable source. Does Commended Student Status Matter in College Admissions?

It helps, within limits. Commended standing is a national academic honor that belongs in the Honors section of the Common App, listed at the national level with the grade 12 designation; our guide to the Common App Honors section covers how to order it. It also signals testing strength in a form that arrives as an award rather than a score report, which gives it some value for students applying test optional.

Its weight depends on context. At the most selective universities, applicant pools include many Commended Students and Semifinalists, so the honor confirms a strong testing profile rather than distinguishing a candidate on its own. Admissions readers who handle regional files can also see that Commended standing in New Jersey, Massachusetts, Maryland, Virginia, or Washington can reflect a score that would have earned Semifinalist standing in most of the country, as the Class of 2027 figures show.

How Should Commended Students Use the Result?

List it and move on. Report the honor in the fall of senior year and keep the attention on the parts of the application that carry more weight.

Use the scores for the SAT plan. A Selection Index near 208 usually reflects a PSAT total around 1380 to 1400 with balanced sections, and because the PSAT and SAT share one scale, that is a strong starting point for the SAT. Our guide to PSAT to SAT conversion explains how to set the target.

Check employer programs early. If a parent works for a company that sponsors Special Scholarships, the Entry Form must be filed during the junior year, before the student even knows the PSAT result.
